INTRODUCTION


The Government of Sikkim as a part of national drive for the development of Hydro Potential of the country has awarded Rangit Stage-IV Hydro Electric Project to Jal Power Corporation Limited on 1st Nov. 2004. An agreement for setting up of Rangit Stage-IV Hydro Electric Project was signed with the Govt. of Sikkim on 9th December, 2005 on Build, Own, Operate and Transfer (BOOT) basis under joint sector with the State Government through Sikkim Power Development Corporation (SPDC). The project, a Run of the River (ROR) scheme, envisages installation of 3 nos. Francis Turbine driven Generating Units of 40 MW each at a rated head of 103.67m in a surface Power House.

POWER STATION

RANGIT STAGE-IV HYDRO ELECTRIC PROJECT (120 MW)

Rangit Stage-IV Hydro Electric Project was identified as a part of the master plan evolved in 1974 for the development of hydro power potential of Teesta and Rangit rivers of Sikkim. Detailed field investigations and office studies were taken up on this project by the Central Water Commission (CWC) in 2003. A Detailed Project Report (DPR) has been brought out by CWC in August, 2006. The project is a run-of the river (ROR) scheme, envisaging construction of a 44m high Concrete Gravity Dam near Reshi, a 6.5km long water conductor system comprising of intake, desilting basin, head race tunnel, surge shaft, penstock and a surface power house having an installation of 3 Francis Turbine driven Generating units of 40MW each at a rated head of 103.67m. Rangit Stage-IV Hydro Electric Project has been accorded Techno-Economic Clearance (TEC) by Central Electricity Authority (CEA) on 6th July, 2007.

The project got stalled since Oct, 2013 and M/s JPCL had approached NCLT for resolution. Consequent to the Resolution Plan being approved by Hon'ble National Company Law Tribunal (NCLT), Hyderabad Bench vide its Order dated 24.12.2020, M/s Jal Power Corporation Limited (JPCL) has become a wholly owned Subsidiary Company of NHPC Limited w.e.f 31.03.2021. The PIB sanctioned cost of the project was Rs.938.29 Crores (including IDC&FC Charges) at October 2019 price level.

Consequent upon takeover of JPCL by NHPC Ltd, all the major works packages for execution of balance work of Rangit IV HE Project has been awarded & the work is going on in full swing at all the front. The project is scheduled for commissioning in December 2025.

BPTA for Long Term Open Access has been signed with PGCIL on 29.04.2013.

It is proposed to avail CDM benefits for the project and case is already registered with UNFCC. WCD validation is also done.

The company has entered into Power Purchase Agreement (PPA) with Gujarat Urja Vikas Nigam Ltd. on 2nd May, 2023 & with MP Power Management Company Ltd on 12th August , 2024 for offtake of bulk power to be generated from 120 MW Rangit-IV HE Project of the Company for a period of 40 years from the date of commissioning. The company is also in the advance stage of signing PPA with Damodar Valley Corporation (DVC).

PRESENT STATUS OF PROJECT (AS ON 31.03.2025)

  1. Civil Works Package ( LOT I )
    Contractors : RITHWIIK HIPL JV
    1.1   Dam Area
    • To facilitate completion of balance work of Stilling Basin, the river has been diverted through Overflow block no. 5 /bay#3 by lowering stop log in bay # 1, 2 & 4.
    • Curtain grouting (Primary, Secondary & Tertiary) of foundation gallery at EL 447.0m and at EL 437.50m has been completed. Out of 5 no.s of inclined check hole, drilling and WPT for two no.s of hole to find out efficacy of curtain grouting has been successfully completed. High pressure grouting for 1st , 4th and 5th check hole, where artesian condition exist has also been carried out. Additional grouting (below bock no 2 & 3) for 10 no.s of hole (6nos at EL 437.5m & 4nos at EL 447.0m ) with in identified stretch app 25m is in progress. Further Curtain grouting (Primary) in inclined gallery of block-8 (Right abutment) is in progress.
    • Structural concrete of Control Room building up to EL 483.25m has been completed. Brick works and Plastering works at 1st floor has also been completed. Further brickwork at second floor is in progress.
    1.2   Desilting Chamber & Branch HRT
    • Lining of DC#1, 2 & 3: Completed in all respect.
    • GOC-DC#1 Shaft: Site has been handed over to HM for 2nd stage EP’s
    • GOC-DC#2 Shaft: 2nd Stage Concreting completed up to EL 453.70 m
    • GOC-DC#3 Shaft: 2nd Stage Concreting completed up to EL 458.10 m
    • BHRT#1: Crown Concrete completed up to RD 76.00m, whereas invert concrete completed up to RD 80.00m.
    • BHRT#2: Crown Concrete completed up to RD 42.30m.
    • BHRT#3: Crown Concrete completed up to RD 60.80m and further binding of reinforcement at Crown of junction is in progress.
    1.3   HRT Works
    • Day-lighting of HRT tunnel already achieved on 22.07.2024.
    • At the end of ‘February 25’, benching excavation in a length of 161 m in squeezing zone is balance.
    • During the month, Overt lining in a length of 380.71 m has been done.
    • Till the end of this month, total overt lining from Face#02 in a length of 1952.31m and from Face#03 in length of 724.68m with two gantries at each face have been achieved. Out of total 6386.00m, 2676.99m cumulative overt lining has been completed.
    • Re-mining work with in squeezed zone in between RD 2097.00 to RD 2400.00m at Face#02 is in progress, as on date up to RD 2110.00m has been completed.
    • Rehabilitation works along with overt lining as well as Kerb concreting at Face#03 is in progress.
    • Contact & consolidation grouting is in progress at Face#02.
    1.4   SFT Works
    • Branch SFT # 1: Cumulative lining of length 136.80m has been completed till ‘February 25’.
    • Branch SFT # 2: Lining up to RD 119.80 m and between RD 142.50m to RD 151.00m has been completed. Balance lining between RD 119.80m to RD 142.50m has been completed. Further concreting with in GOC has been completed up to EL 436.40m.
    • Branch SFT # 3: Lining completed.
    • Out of total 520 m length, 421.10m cumulative concrete lining of branch SFTs has been completed.
    • Main SFT: During the month lining in a length of 193.60m has been completed. Out of the total length 953.50m, 351.90m cumulative overt lining has been completed
    1.5   Power House
    • Pothead Yard: All the three nos. GTF has been completed and Handed over to E&M division on dated: 21.02.2025 for further laying of Power Cables and other E&M Works.
    • Building & Architectural works: Brick masonry, Plastering, Primer, Painting and Tiles work in Machine block, Control block and Transformer Bay area is in progress.
    • Rothak Nallah wall Protection works is in progress.
    • TRC (Tail Race Channel): TRC excavation of Counterfort Retaining Wall Type-C, E & F is in progress.
    • Concreting of raft of Counter-fort Retaining Wall Type-B at EL. 336.25 to EL. 337.75 completed.
    • Reinforcement binding works in Counter-fort Retaining Wall Type-D is in progress.
    • Reinforcement binding works in Counter-fort Retaining Wall Type- A is in progress.
